NAFDAC to Review Sanctions for Exporters of Substandard Products

The National Agency for Food and Drug Administration and Control (NAFDAC) has announced its intention to review sanctions for exporters of substandard products in a bid to address the issue of substandard goods being rejected in foreign countries.

Prof. Mojisola Adeyeye, the Director-General of NAFDAC, expressed her dissatisfaction with the high rejection rate of substandard goods in international markets during a news conference. She identified several reasons behind this problem, including non-compliance with NAFDAC’s advisory guidelines for encouraging participatory exports.

One significant issue noted was that almost all exported food products lacked the mandatory testing by NAFDAC, leading to their rejection. In addition, some exporters did not utilize the previously free laboratory testing services provided by NAFDAC for export samples, often collaborating with unscrupulous agents.

Adeyeye also pointed out that NAFDAC’s requirements for its regulated products were not included in the mandatory pre-shipment inspection in the National Export Supervision Scheme (NESS), which was administered by the Federal Government-appointed Pre-shipment Inspection Agents (PIAs).

Furthermore, some exporters failed to comply with minimal sanitary and phytosanitary measures required for exports to countries with stringent market access. Inadequate packaging by certain manufacturers also contributed to the problem.

To address these challenges, NAFDAC has proposed six regulatory measures. These measures include the immediate inclusion and implementation of NAFDAC Good Manufacturing Practices, Good Hygienic Practices, and laboratory tests, such as mycotoxin, pesticide residue, and heavy metals certification for regulated food and drug products.

NESS will be carried out on some of these products, and NAFDAC will be included in the Central Bank of Nigeria export proceed (NXP) form processing. The agency also plans to collaborate with the Nigerian Exports Promotion Council regarding the regulation of goods.

In addition, NAFDAC will continue conducting awareness and sensitization meetings with export trade operators to ensure compliance with NAFDAC guidelines for regulated products. The agency has also introduced NAFDAC Regulations on Export 2022, which has been made available for public input and comments for 60 days.

These regulatory measures aim to improve the quality of exported products and reduce the rejection of substandard goods in foreign markets.
